You cannot work full time while you study.

First of all, you would need to obtain a study permit and be accepted into a full time program that's at least 8 months long. You'll need to pay international student fees. While you study, you can work up to 20 hours a week. However none of this work experience can be counted towards applying for PR. Once you finish your studies, you will qualify for a post graduate work permit that is the length of your program of study. This work experience can be counted towards PR.

It's really not possible for any of us to say if you will qualify for PR after studying and working in Canada. That will depend on whether you meet the program requirements and/or have enough points to be selected. Recommend you start by researching the Express Entry immigration program. Right now you need to have 440 or more points to be selected for PR.

There's no program you can study that will guarantee you'll end up with a full time job in Canada afterwards. There's always some risk in coming to Canada as a student.
