PA inland needs to land virutally first before outland dependents can travel and land in Canada. Unless dependent has TRV and then he/she can travel to Canada first but then also apply to land virutally after doing so.

This is my understanding from family sponsorship. NOt sure if this is the same for other immigration streams.
