I noticed that the average processing times for Havana and Santiago are MUCH shorter than they are in Bogota. Is it possible and legal for a Colombian to apply in one of these other countries in order to take advantage of the shorter application time?

No, only if there admitted there for 1 year.
 
Are you certain? I have heard of people with spouses in Canada who go down to the USA to do an outland application from there. I don't know if they are admitted there for a full year or not.

Do you think that the applicant would need to have permission to stay in Chile for a full year in order to apply (such as being there on a student visa) or would actually have to have already SPENT a year in Chile?

The criteria to apply is having been admitted with a one year visa so as soon as you have been admitted to the country with your 1 year visa, you can ask for your case to be processed there. The criteria to apply outland through Buffalo is either having been admitted to the US with a 1 year visa or to Canada. People who are on a work or student visa in Canada can choose to apply outland through Buffalo rather than applying through their home country.
