Can CIC hold PR Card if they know you have left Canada??

Hi dear Experts
I landed in April. Then I came back to my home country expecting that the PR card will arrive in Canada. However, after 4 months, I have come to know that they require new photos. I want to ask if I send them photos from my local country (giving photo studio address and date photo taken), will they stop issuing me PR card and putting it to a hold knowing that I am no longer in Canada???
I am a recent immigrant case.
