Can Cic award point for Diploma without WES ?

I have 4years Bachelors Degree. ( WES DONE )
I have old One year diploma in Business ( Wes Not Done because of my institute can't send transcripts as its 7 year old diploma ) Institute can provide Statement of result Only.

Q1:Can CIC give me points for Diploma without WES, If i provide copies & Transcripts with me.
Q2: While creating EE Profile, Which Option I should choose in the Education Section.

Bacholers Degree of 3 or more years or Two or more Diploma, Certificate,Degrees with one more then 3 years.
