Can candidate's relative(s) send sealed transcripts to WES/IQAS ?

Hi all, does anybody know if it is mandatory for the candidate being evaluated to send his/her transcripts themselves or it is Ok if a relative sends those? I am talking about those cases where WES/IQAS allows sealed. transcripts to be sent by individuals (where the university does not send directly). Plz advise. Thanks.

Yes anyone can send it as long as it is inside a sealed envelop.
