Can bachelor owner (bac+3) apply for master degree in canada??

Hi
Canada Universities have baccalaureate system (bac+4) for the first cycle.
But how about international students have bachlor (bac+3) and they want to continue Master degree??

Some will allow (with work experience) and some won't accept Bach. + 3. It depends on the University
