Can an OINP nominee apply through express entry?.

Hi,
I applied for OINP under the PhD graduate stream and my application is now under assessment. If I got an OINP nomination, I wonder if I can apply through the express entry (not paper-based application).

My master's stream approval gave instructions to apply through the paper stream. I don't think it applies points to express entry, but I'm not an expert.
