Can Afghans who are living in Europe with no status,apply to Canada as a Refugee

Those Afghans who have arrived to European countries and they have no status (not accepted as refugees nor declined) yet. Can they apply to Canada as refugees from European countries like France or Belgium?

Possibly. However before they can apply, then have to be formally recognized as a refugee by UNHCR or a similar referral application. They can't just apply.
