You should be able to flagpole if you get an RTD. However realistically, you will most likely get the work permit approved first by paper / online given how long RTDs are taking to process right now. I'm assuming you have already submitted a paper or online work permit application. Have you?
Flagpoling involves leaving Canada. So you definitely do not want to be doing that without a valid RTD.
