Can a visitor marry a canadian citizen in Canada while on visitor visa?

Hope you're all doing well. I had a question about a friend. He wants to come to Canada on Visitor Visa and marry a Canadian Citizen. He has not applied for visitor visa yet. The question is can a visitor marry a canadian citizen in Canada while on visitor visa?
Also, how long does it take to get the spousal PR once they are married. The girl is in Quebec.

Yes they can but sponsorship will likely take 2+ yrs.

He is planning to visit his family who are in Canada and while he's here he wants to meet the girl, if everything goes well, he will marry her. Now for the application, does he need to mention anything other than visiting family?

It will almost certainly be refused if you give reason as coming to Canada to propose and get married.

they can certainly try to get a TRV and also hope they don’t run into issues when trying to enter Canada.
