My baby is born in USA and possess a US passport. I am Canadian citizen residing and working in USA on TN visa along with my wife. I have yet to apply for Canadian citizenship for my baby. I wanted to know if I can move to Canada permanently, can my baby live with parents in Canada while her application to Canadian citizenship is process.

If you were born in Canada or naturalized before the baby was born then the baby is already a Canadian citizen and you will "only" need to apply for certificate/proof of citizenship

Also, please note for future reference: You are NOT applying for citizenship for your kid. You are applying for a citizenship certificate. Someone who already is Canadian (like your child) can't apply for citizenship. That seems like nitpicking, but if you are trying to find things via google, that difference is very important.
