Can a refugee family visit him if they already have TRV?

A friend is a refugee and his family already have TRV before he applied for refugee. If they come to canada, will the airport border officer will let them in or not? for visiting purposes, not for asylum.

I havent asked him yet but do they usually cancel a refugee's family TRV's? Where did you get that from?

Yes, IRCC can cancel visas that have already been issued. The friend's family can either attempt to fly (if their visas have been cancelled, the airline won't allow them to board), or else they should email their local visas office to ask if their TRVs are valid.

Two reasons why TRVs can be cancelled in such a situation:
1. Family members of a person that committed fraud/misrepresentation to obtain a TRV/visitor visa. A TRV is issued to short-stay genuine visitors. Had IRCC known that your friend intended to claim asylum, he would not have been issued a TRV.

2. Family members will also claim asylum when they arrive and/or they are likely to overstay their visit
