I'm thinking of taking a master's degree in Quebec next year. I heard that the inland processing time is faster when compared to the outland applications. I'd like to know if I can start the process of PR this year outland, and then, when I start studying, I can change to inland application.
Another question, if I apply inland as a principal applicant, my partner can be outland at the time of the application? In that case, my partner would only arrive at Quebec when the PR is approved.
