Can a Portuguese passport holder apply for a driving license in Canada?

Hi all,

I am expecting my Portuguese passport sometime early next year. Thereafter, I plan to migrate to Canada along with my family and settle there. I need to know (1) - what kind of a permit i would have to apply for to reside and work in Canada and then,(2) i would need to obtain a Canadian heavy drivers license. What would the formalities be for a EU passport holder and what would the expenses be roughly?
