Can a Pakistani student in Dubai apply for the visit visa from Dubai?

Hello Friends,
My name is Rizwan. I am from Pakistan.I am in Dubai from January 2016 on a student visa. I am doing Masters in applied finance from University of Wollongong dubai. I have the emirates ID card as well. My visa will expire in October 2018.

I want to apply for a visit visa to meet my sister in Toronto.
Can I apply for the visit visa from Dubai? Or I have to go to my home country Pakistan to apply for the visa?
