You can definitely apply, but there is a very high chance that your visa application will be denied.
Why not apply for some dentist related diploma, after coming in canada, change your program to IT. (not sure if this is still allowed in the new rules?)

if you are good lucky then you can get visa but how will you manage to study totally different from your back ground

Why would you want to do that. Its like a doctor wanting to change his profession to become a carpenter. You'll be refused based on study mismatch. If you really want pursue IT then dont say you are a dentist and then apply for study permit
