Hello, supposing I am an intenational PhD student of a Canadian Univ, can I apply for PR while I am still studying?

I have no work experience now. Can TA or RA count as work experience?
 
yes it does. you can apply as FSW category 2 or 3 (i forgot which one) as long as you have lived in canada at least for a year and have 67 points. Thats my understanding anyway.
