You will NEVER get permission to take that English course in Canada. You can take something just as good at home; you don't have to come to Canada. DO NOT GAME THIS SYSTEM when you are really serious and want to take a real course they may not let you in. I also believe it must be an ACADEMIC course NOT A CERTIFICATE. Do not say, "I will just get something to get a PR". Canada is competitive; 60% of the population has a degree or diploma; how are you going to do anything but work at fast food? We don't need another immigrant on welfare and social assistance; remember I pay for it.

I second that. Way too many students cheating the system by working illegally. They take admission in dodgy private colleges, speak little English and end up as bottomfeaders in Canadian workforce. Out of Indians I have seen people from Punjab blatantly throwing away the rules in garbage. Sorry to say the truth
The English Language course will not count towards anything even if you managed to get a study permit for that and even if you did at 15 weeks is no where near the minimum course length to qualify towards a PGWP. To qualify for a PGWP of 3 years you either need a single course 2 years or more or minimum 2x1 year courses back to back or at least within a 2 year window of each other.
Just keep in mind study permits are issued on the basis of current qualifications, how a course is relevant to those qualifications and whether attending a course in Canada will improve prospects in home country. Add to that some proof of a good understanding of the English Language (via IELTS) , a requirement for both the study permit and a college acceptance letter so having to attend an English Language course could be seen as a negative from the outset.
Note also that any course must be in a public college as rarely if ever are PGWPs issued by attending a private college
By all means if you still insist on trying your luck go ahead with this plan
