I got my Ontario PNP today. If I apply now, I see the processing time is 17 months (Ontario is not giving 600 points)
I have also applied for Express Entry and waiting for invitation to apply. EE processing time is just 6 months. My point is 456
Now, can I apply for my paper based PNP. In the mean time if i get EE i will apply for that as well. Which ever I get the medical first , apply for that and withdraw the other one. Is it a viable option?
You should not care about withdrawal applications at all.
What you should care about is your chances to get PR. Applying to PNP/EE or both of them still guarantees nothing to you. More options you use, more chances you have.

Ontario has not yet declared their EE PNP. No one knows how much time, they will take, maybe a couple of months. Then you apply for EE PNP, it may take another couple of months to get that. Then you will get ITA, submit your documents, receive AOR, another 2-3 months. Its six months from then. This whole process might take 13-14 months in itself.
By the way how much time did it take for you to get Ontario PNP under master's program, I am planning to apply it next month.

Which is quite quick, because ontario does not do processing in dec and jan, so that period cannot be counted. its a black out period and their site says should not be counted in the 3 month processing time.
My passport expires in Oct 2016 and their website says it should be valid for 2 years (mine will be for more than 1.5 years when I apply. Will that be an issue? Will they reject my application for validity being a few months less than 2 years although I meet all the requirements.
There is no way I can get my passport re-issued this early.
