It does mention one address at the end, but no direct instruction to send my passport to this address.

I believe the guys at this thread can help you:

Guys from Egypt can use this topic to exchange knowledge and experience on how to obtain any necessary documented ( for example birth certs., or Police certs.) through the consulate or other methods. Nile City Towers, 2005 (A) Corniche El Nile
South Tower, 18th floor, Cairo 11221

I called them to confirm that this is the address that I should send the passport to. They said Yes. And the passport was delivered successfully to them.

This was 2 months ago and they did not return the passport with the visa stamp yet. God knows if they will. But this is another story. The address above is the right address.
