CAIPS waiting time and 2nd attempt

My visa got refused 2nd time with the same reason . What should i do now . Should i apply for caips notes and see what explanation does VO gives and rectify them. According to me what i think is that i should get my refund of fees and gic as there is no chance of getting visa in 3rd chance and if their are they are minimum. Help me guys in making my mind what should i do . Thanks

Apply for CAIPS notes. Weather you are applying for 3rd time or not. At least you will come to know the real reason. May be you will be able to make your mind.
