CAIPS Notes.

I applied for Canada Immigration at April’2004 at Singapore Consulate and got my first letter after 1 months saying processing time frame 16-36 months. I did my first CAIPS Notes at Oct’2005. The information I got that my file will open at Jan’2008. I did my second CAIPS Notes at June’2007. The information I got that my file will open at June 2009. I could not understand why my file opening date has been changed. Need help?

when can i get my CAIPS NOTES, I RECEIVED MY FIRST LETTER ON APRIL-2007, in that procecing times are 48-56 months
