1) In regards to the BWOP visa, do i need a LMO if I do not have a permanent employer as I am a contractor but i am eligible under all the other requirements (4 months left, received my AOR, currently residing in Canada)?
2) If i decided to return home after my visa expires but I have submitted my application for PR under CEC, would I still be eligible for PR even though I have returned to my home country?
3) Is employment reference letters needed if I can submit my T4 and NOA and pay stubs?

No LMO needed. The BOWP is an open work permit and not bound to an employer.
2) If i decided to return home after my visa expires but I have submitted my application for PR under CEC, would I still be eligible for PR even though I have returned to my home country?
You are still eligible for PR, but not the BOWP, since one of the requirements is your presence in Canada.
3) Is employment reference letters needed if I can submit my T4 and NOA and pay stubs?
For the BOWP none of the above is required. For the CEC application you need all of the above.
In regards to Q3 for work reference letters for my CEC is because the majority of my 12 months work experience is through recruitment agencies so I do not have a work experience letter from my recruitment agencies for the work I have done for them.
So i am wondering if employment reference letter is needed if I can submit my T4, NOA and pay stubs instead?
Also in relation to Q2 - is it OK for me to wait for the result of my PR application in my home country if my current working visa expires and I decide not to get a BWOP?
