Business incubators or Angel investors

Hello everyone,
Any recommendation who should your start-up project go to in order to get the Letter of Support? I know the Angel investors would take some form of shares in your start-up company but as of now, the IRCC said they would prioritize the processing if Angel investors involved. As for business incubators, they are not a priority and may take even longer time, which is 40 months now, to process your PR.
