In eligible DLI's , yes. Some colleges or universities even if they're a DLI, can't help with a PGWP for a business admin.
Check the DLI page, there you should be able to see PGWP eligibility.

Exam, Booth Uni in Manitoba is a DLI, not all programs are approved for PGWP.

Depends on the school and how long you study. If it's a public school and the program is over eight months then yes, you would be eligible for a PGWP.
