I'm trying to find the answer in the multitude of messages about Buffalo, but I got more confused.
I got approved by Nova Scotia in April 2009 and sent full application package end of July 2009. ECAS has been "Received by Visa Office" since August. Nothing since then.
Is this normal for Buffalo?

Yes, about 6-12 months for processing at Buffalo, they have had your app about 6 months, so it could be soon or within the next 6 months.

I saw in this forum that someone's application was approved in theory but was asked to send passport only in Jan. this could be because Buffalo's quota ran out (i dont know if visa offices have quotas but it makes sense they do....at least to me).
So once the new quotas kick in, it might go faster BUT that doesn't means because you waited ofr 6 months, your application is going to be processed soon. There are many others waiting in line so it might take a while to catch up. Good luck.
