Buffalo Office - Employment offer Question

Hello Friends,

Am new to the site and also the process.

I had just applied at the Buffalo Office and I have long way to go.
I was told the processing gets faster in all the Visa offices except Buffalo if we get a job offer from any Canadian employer.

My questions:

Is this true?
If true is it applicable to Buffalo office also.
