Buffalo Office Closed - Where to Now?

Hello All,

We received our Quebec's CSQ for permanent residence in July 2012 and are now ready to submit our documents to the federal visa office. However, we are stumbled upon a brick in the wall. Our CSQ indicates to send all documents to the Buffalo office in New York. Now that the Buffalo office is closed (as of Aug 28), where should we direct our application? Some web sites indicate Sydney, Nova Scotia, while others - Ottawa. We want to be sure before sending out our documents.
