I am applying from canada through buffalo. I have a question. is it mandatory that i have to send it to buffalo? can i send the application to the visa office in canada despite the CIO have mentioned in the AOR letter "complete file has to the sent to buffalo office" . your valuable answer is greatly appreciated.
