Brother sponsorship

My bother with special needs is in congo And he was living with our parents and now they are both deceased and he is under 18. Am single and I have no kid. But we have another sister who is married here in canada. Can I still sponsor him?

I don't believe you can because your sister is in Canada. I might be wrong, but I don't think the "Lonely Canadian" program applies because of that.

If nothing else, you might be able to make a case based on humanitarian and compassionate grounds.
