Brother or sister living in Canada who is a citizen or permanent resident

Hi,

I am applying for the Express Entry scheme. I just wanted some clarity on the following clause which carry 15 points towards my application:

"brother or sister living in Canada who is a citizen or permanent resident"

My real brother has Canadian Permanent Residence for three years but he has not been living in Canada. He just visits every year for a month or so. His wife is a Canadian national but she also lives with my brother outside Canada. However, they do have a house and a registered address in Toronto.

Please suggest if I would be able to get 15 points for Sibling, considering the above status.

Sibling must be physically living in Canada to claim these points.
