Hello,

I would like to have my brother his wife and 2 year old child visit me and my family in BC. Can I apply for them from Canada as a visitor or do they have to apply directly from India. Please let me know.

Regardless of where they/you apply from, their applications will most likely be processed by an India visa office (online submissions)
