I am planning to bring my mother & father in law on a visitor visa. I have couple of questions.
1. My wife is on a work permit which is valid until Jan 2020, she can extend it after as it was given based on her passport expiry date (new passport on the way). Can she invite them?
2. I am a permanent resident, will I be able to sponsor them for visitor visa.

Yes, you can certainly invite them. You wouldn't be sponsoring them, as they would be coming here on a visit visa.
I would suggest writing a letter of invitation where you and your wife both sign it, agree to support them while they are here and provide documentary evidence of proof of funds.
A TRV is primarily based on their funds. They must show that they can afford the cost of the trip. You can also include your financial information but their financial information and ties to their home country will be what counts the most.

So for a visitor visa there is not such thing as sponsoring. People often use the term but they really mean inviting. If you invite them and they incur some expenses you are not required by law to cover them. Whereas when you sponsor a spouse for example you can be financially responsible for them.

Yes, that should be enough. In the past, I've always also supplied some documentary evidence to demonstrate that my wife and I are settled in Canada, financially secure, etc. I don't think it's essential, but it can't hurt. A letter of employment or tax returns or some bank statements could help alleviate any concerns that a visa officer may have.
