I do have a meeting with an immigrant lawyer,and we will be applying for her PR status.
But until then,she is coming over as a visitor.

So have you established what her status was while she was living in Canada?

Your mom has been in Canada for 20 odds years? And no effort on her part to apply for Canadian citizenship. Sorry I don't have a lot of sympathy for your mom if she didn't bother to apply. There was a german just on the news that he is a PR for 40 years and didn't bother to apply for citizenship. He is now decided to apply because he wanted to stay in US for 6 months instead of 3 month visit. He is not getting much sympathy from everyone either.

As far as I'm concerned she has lost her PR status and need to wait until the parent sponsorship reopens before qualifying.

And I am not trying to be rude about your mom. I am mearly stating the rules of maintaining her PR status and how people want to abuse it and try to scam Canada in hoping Canada didn't notice they were gone. You said you may plan to "sneak" your mom into Canada? Doesn't sound very canadian of you. Seems you are the one that is trying to scam or take advantage of Canada social system.

You got to realized that your mom left Canada as PR on her own free will and she had to learn the consequences of her actions.
