At the end of this news from 24.06.2011. they say:

"The CIC website will be updated on July 1, 2011, with details on application requirements and procedures for affected programs."

So this means that we can't send our application before we see new requirements. We have to wait. Except for those who have high education, high English, less than 35 years of age and more than 4 years of experience (in total more than 75 points), because we don't know how will they reduce points after 01. July. Moreover, who knows if there will be some new document requirements. Wait, wait. wait.
 
what you guys think if there is no changes in points system and selection section then why cic said.

Hi Drooza, u will be assesed as per the date u filed ur application. These changes will never be applicable to you .You are a applicant of the 38 occupation list.

It's half and half good/bad. At least they are further reducing the number of new applications. But at the end of the day we are still going to be placed behind all applications post June 2010, including the new ones post July 2011. so we will be still waiting and personally i don't expect significant progress for another year. But at least the intake is smaller now, interesting that out of the 20,000 they only received 13,000 for the last year.

I think this is not good news for me as my NOC is not in current 29 occupation list.
