I got my BOWP and my current Canada Visa expiring by 1st August 2014. I have my USA Visa valid for 10years.
I would like to go to India by September. Do I need TRV to enter into Canada or can I use my USA visa and Canada work permit to enter into Canada via USA by air?
If you travel outside of USA after you leave Canada, you cannot re-enter Canada from USA without a TRV. You have to have a valid TRV before you can leave Canada, and then you can travel to India.

Edit: you can only do this if you are entering from the US (and US is your only destination) and the authorized date on your passport has not yet expired.
Assuming you were allowed to stay until 01 Aug 2014, then you cannot re-enter beyond this date even if you were only coming from the US.

I agree with that. You better apply online for TRV since you already have your BOWP. You should have a valid visa before leaving Canada if you plan to return after your current visa expire. It takes less time here then anywhere else, though...
