If you have a CIC account, then inside it you'll find
"Apply to Come to Canada". Click on it then chose the Work, Study, Visit Option. You'll take a questionnaire as follows:
1- Work
2- Temporary More than 6 Months
3- Country (Outside Canada)
4- Not American PR
5- Date of Birth
6-Do you plan to work in one of the following categories?
I have a master's in electrical engineering but I word in software. I think this applies in the "Highly-skilled workers and researchers (Global Skills Strategy)" option. Clicking the link provided with this options it says
Eligibility for high-skilled workers
• your job needs to be under the NOC skill type 0 (managerial) or A (professional)
• you can work for
o up to 15 consecutive days every six months or
o 16-30 consecutive days once every year
7. Will you be coming to Canada under an active public policy or special measure announced by IRCC? (required)
Is BOWP For Quebec considered a public policy? I'm not sure!

I graduated in 2017, for the purposes of this visa, should I select yes or no?

To test, for questions 6, 7 and 9 I choose Yes.
Two options appeared:
Open work permit (Outside Canada)
You may be eligible to come to Canada to work with an open work permit.

Post-Graduate Work Permit - outside of Canada
You may be eligible to work in Canada with a post-graduation work permit.

I think its the first option. I believe with the application you have to submit AOR, expired and CSQ (even if its expired). I'm only not sure about 6, 7 and 9 in the questionnaire.
Then it will take youto another questionnaire:
What type of work permit do you want to apply for?
(required)
a long list shows, no BOWP.
amongst the options there's the public policy option again. Academic, Agriculture, Seasonal, PGWP, LMIA ... etc.
I'm struck here! Any ideas?
