It wouldn't make sense otherwise, right? For example think of any non-USA American driving to Canada, he wouldn't have an air ticket to show. Canada and USA visas are a must for almost all Americans if they desire to travel to the US and Canada (I have both).
The air ticket is a good document to make your application more robust, but is not a requirement precisely because of non-refundable issues.

My suggestion- Do not buy a ticket until unless u obtain a Visa
