Booking airline without paying for Visa application.

Hello. I need your inputs on this please.A friend is applying for visitor Visa from the USA to Canada. But the problem she is facing now is how to book a flight from Boston to Toronto without paying . She only needs the pdf. can you suggest any airline she can use??
