If while my application is being processed, my wife gets pregnant, can we travel to Canada on a visitors visa and.have the baby there?. And if do, would.the child get.citizenship by birth and therefore not.have to be added to the application?
You can try - however there is no guarantee your wife will be granted a visitor visa. Also, you will need to pay for he costs of the birth out of your own pocked (your wife's delivery will not be covered by the Canadian health care system). These costs are typically somewhere between $7K and $10K - but can be well above $10K if there are complications.
So if we were to have the child in our country of birth prior to receiving permanent residency wud it be a long process of adding the additional dependant to the application?

It depends on how long it takes for you to have the medical done (for an infant, this is pretty much just a physical) and get the child's birth certificate and passport. Once you do that and actually add the child to the app, it won't delay it very much because there isn't much processing to do for an infant (no background checks, security checks etc.).
And if the birth occurs after the issuing of permanent visas, what is the process then?

Assuming you are in your home country and have not used your visas to land in Canada, then you would return the permanent resident visas (since they are no longer valid), tell CIC you have a new baby, go through the process canuck_in_uk has described to add your child to your application, and the wait for CIC to re-issue the permanent resident visas for all three of you.
Any idea how long it wud take to re issue permanent visas?

I feel like you are worrying too much about something that hasn't even happened yet. First of all, you said your application is still in process and that your wife isn't pregnant YET. The best course of action for you can only be decided depending on WHEN your wife gets pregnant. Now consider these scenarios:
1) if your wife gets pregnant BEFORE medicals, then you will likely opt not to do xray for your wife upon medical request, which will automatically delay your application until the baby is born and is included in the application.
2) if your wife gets pregnant after medicals are done and before visa is issued, then you will need to let the VO know about it. They will decide whether to grant you visa at the time or wait until the baby is born. If you are granted visa at the time, you will HAVE to land BEFORE the baby is born to avoid cancellation of the visa.
3) if your wife gets pregnant after visa is issued but before you land, then also you will need to let the VO know about the pregnancy. But in this scenario, once the VO acknowledges this info, you can land in Canada with the visa but BEFORE the baby is born.
4) BUT, if at any point before getting visa or landing, the baby is born then the baby HAS to be included in the application. This means your visa issuance will be delayed (if prior to visa being issued) or will be cancelled and reissued (if after visa is issued). The time it takes is unpredictable but can take a few months.
Finally, even if the child is born in Canada, the child would have to be added to your application since it's a change in your family composition regardless of whether they need visa or not.
