We are from india ,(my wife is a prime applicant ) her birth certificate is in punjabi and mine is in hindi
1. Does the translation have to be done by a professional translator or can anyone who is proficient in a language do the translation and the have the documents are Notarized. Are Notarized and translated copy from a local notary office is enough ?
2. If it has to be done by a translator, does the translator have to be certified?
3. Also many of the funds are in 5 year lock in (Tax saving fixed deposits in bank that cannot be liquidated before 5 years from now ) in my name , can i show them as my wife's.
4. Can joint Accounts can also be used to show worth of prime applicant.

Best way is to check with issuing authority if they can issue same certificate in English.. This is much better than any other arrangement..
Same thing i did in Gujarat.. Now i have an English birth certificate.. Why to get into translation business.. English documents will also helpful in future..
