Hello All, I am planning to apply under CEC and I do not have Birth Certificate as my municipality in India doesnt issue BC's which are more than 15 yrs older. I got the BC with out name and also an attachment stating by Municipality addresing me why they cant issue a birth certificate on my name.
Now, I am planning to get an affidavit based on those and my other details such as passport, 10th certificate. Should I get it done in India or Canada? If in India, who should do it? If in Canada, where and whom should I get it done?
Also, will a BC from Consulate work? or I should attach a BC from consulate along with the affidavit prepared?

If planning to get the Affidavit done in India, your parents can get it done stating your DOB. If planning to get it in Canada then, you can approach a Notary.
Consulate does not issue a Birth Certificate but instead a Certificate of Date of Birth (which is different than a BC). It purely depends on the Officer handling your application. As an evidence of DOB, some Officers' accept Certificate of Date of Birth issued by CGI, some accept School Certificate (showing Father's Name) and some insist on an Affidavit (either executed by the Applicant in Canada or executed by their parents in the Country of Birth).
If you want to take a chance, send any one of the above three and hope for the best. If you do not want to take any chance, submit all the three without giving scope for any uncertainty.
