I believe it is mandatory. But you can wait to see if someone has similar case in past and how they handled it.

Unlike PCC you cannot submit a PR application without birth certificate. Instead of waiting for the birth certificate you can submit the following:

1. Notarized Affidavit.
2. Grade X or XII certificate that has the date of birth and either of your parent's name on it.

Birth Certificate is mandatory and if not provided your application will be returned.

You can do a AFFIDAVIT and submit your Xth or SSLC Marks sheet.
