Biometrics + Time line Caribbean

Need some advise from persons who previously submitted biometrics.
My old TRV expire Dec 2018 , on Dec 31 my region ( the Americas) now requires Biometrics.
I submitted my TRV application on Dec 31 , same day i received Biometrics letter which i provided on January 02'19

The VAC took my Biometrics and a sticky with reference #.
My CIC account was updated with the Biometrics information , however the VAC promised and Email as at the time they were doing system updates.

My questions , do i need this letter before my Visa office start processing my application ? Or since i can see it on my CIC account it means all is well. The letter from VAC is only administrative procedure

I need some advice here experts.
I give my biometrics - i can see it on my CIC account " Applicant information " , however under application status i see this "
Biometrics We do not need your fingerprints. We will send you a message if this changes"

Why has this not changed ?
