What I understand, after you apply online for study permit and pay biometric fees you get a letter stating when and where to provide your biometrics?

My question is how long does it takes for the letter to generate?

I will be applying in one country and would be leaving that particular country. Can I give my biometrics in a different country other than the country where I had applied online?
