Biometric Letter not received0 Paper application

Hi. I am applying for permanent residency for my mom. It is a PAPER application. I just paid for everything including the biometric fee. But I have not received any BIL (Biometric invitation leeter) yet.
I remember for the online applications, this letter would be recieved in a few days. But for the paper applications, should we submit the application first and wait for the BIL?

Paper Applications dont get Biometric Invitation Letter. BIL goes to GCKEY account for online applications.

For Paper applications, get an 'appropriate' appointment for 'application submissions with biometrics' at the nearest VAC of VFS. and take fee receipt along with supporting documents for the application. The papers should all be on A4 and unstapled. We advise our clients to separate the various items with a colored sheet separator (also A4 sized) and NOT use any flags or post it markers.
