Biometric Collection Service in the US

Has anyone been able to make an appointment for a biometric collection service at USCIS or VAC? In the USCIS website, it is mentioned that the application center, for example, in Seattle, will be open on July 13th. Do you guys think that they will accept new appointments for Biometric Collection Service for Canada Study Permit when they reopen? Thanks in advance!

The link is open to schedule appointments in many states. I am sure you can book now if they have dates for Seattle.
