How does Bill c-31 affect convention refugees , who are already Permanent Residence of Canada ?

Help woud be appreciated.
 
Bill C-31 has not yet become law. It is as second reading. While it is likely to become law there is currently no affect upon PRs of Canada who were able to apply for that status as a result of having been found to be CRs.

Once the final decision is made on whether Bill C-31 receives Royal Assent then an answer may be possible to your question.
