i am about to apply my immigration and when everything seems to be going fine i got this thing came up:
A consultant in quebac hired me for the company and the main office was in missisauga but i was transferred to haifiax and i worked for 4 months now when i get my t4 its shows the address of quebac and that is mailed to my ontario address (which is my uncle's place and i kinda gave his address for all my communication) now my manager from other company is not providing me the ref letter and also i am confused if i get the letter from the consultant will it work( coz they r the one who provide me the t4 slips ? if i does how should the letter look like? (should i put the address on my halifax office or my mississauga office?)\

it is not unusual for payroll to be issued from a different site than the one at which you work. Your letter of employment should have the address of the person writing it. If you work(ed) at a different site, that information should be included in the Letter.
If the "consultant" is an employee of the company that hired you, and functioned as a supervisor or manager, it's completely OK for him to write the letter.
Or, do you mean you were hired through an employment agency?

Doesn't change anything. It has to be explained in the letter of employment.
The reference letter must be written by your direct employer (agency). The letter should have the address of the agency but it should have three paragraphs as follows.
1. Period of employment,salary plus benefits, job tile. If feasible also the NOC.
2. The employer must explains the condition of employment(explaining the exact location where you were posted).
3. The job description matching the NOC. That should not be more than 6-8 points.
It must be signed by your direct employer(agency).
First, you need to understand who your employer is - the employment/consulting agency in Quebec. Bell is NOT your employer - they are your agency's CLIENT. I am not surprised that they refused to write the letter, if you are confused about this.
